Title IX of the Education Amendments of 1972 prohibits 性 discrimination against students and 员工 of educational institutions.

The regulations implementing Title IX are enforced by the U.S. Department of Education Office for Civil Rights and prohibit discrimination, 排除, 否认, 限制, or separation based on gender. Intended to end 性 discrimination in all areas of education for Civil Rights.

Am I protected against retaliation?

All members of the Keystone College community are advised that retaliation against anyone filing a complaint of discrimination or 骚扰 or for participating in an investigation of discrimination or 骚扰 is strictly prohibited by law and by College policy and any individual who eng年龄s in retaliation will be subject to disciplinary action.

All complaints of 骚扰 or discrimination will be investigated in a manner that is prompt, 足够的, 和公正的. You can also remain anonymous.

Filing A Complaint with the Office of Civil Rights

The Department of Education’s Office for Civil Rights (光学字符识别) enforces Title IX of the Education Amendments of 1972, which prohibits 性 discrimination in programs or activities that receive federal financial assistance from the Department of Education. Frequently Asked Questions About Sexual 骚扰

What behaviors are prohibited by Title IX?

Sexual 骚扰 (which includes 性ual violence and assault) is a form of 性 discrimination and, 因此, is a violation of Title IX. Specific behaviors that are prohibited by Title IX include rape, 性侵犯, 性电池, 性ual exploitation, and other forms of nonconsensual 性ual activity; 跟踪; and relationship violence. Many behaviors that violate Title IX also constitute crimes.

What is Keystone College’s 骚扰 policy?

骚扰 in any form, whether based on race, 性, color, national or ethnic origin, 年龄, 宗教, 婚姻状况, 残疾, 性ual orientation, 性别认同, genetic information, or any other legally protected classification, is unacceptable on the Keystone College campus.

For purposes of this policy 骚扰 means unwelcome verbal, 写, or physical conduct based on a protected classification (race, color, 性, 残疾, 等.) that has the purpose or effect of unreasonably inter-fering with an individual’s work or education (including living conditions, extracurricular activities, and social life), creating an intimidating, 充满敌意的, or 进攻 environment, or constituting a threat to an individual’s personal safety. Sexual 骚扰 includes 性ual violence/assault.

What is the definition of 性ual 骚扰?

Sexual 骚扰 is defined as any unwelcome 性ual advance, request for 性ual favors, or other verbal or physical conduct of a 性ual nature which has the purpose or effect of interfering with one’s academic or work performance or social world by creating an intimidating, 充满敌意的, 进攻, or violent environment. Sexual violence/assault is also considered 性ual 骚扰.

Do students have rights under Title IX?

学生’ Bill of Rights
All students have the right to:

  • Make a report to local law enforcement and/or state police;
  • Have disclosures of domestic violence, 约会暴力, 跟踪, and 性侵犯 taken seriously;
  • Make a decision about whether or not to disclose a crime or violation and participate in the judicial or conduct process and/or 刑事司法 process free from pressure by the institution;
  • Participate in a process that is fair, 公正的, and provides 足够的 notice and a meaningful opportunity to be heard;
  • Be treated with dignity and to receive from the institution reasonable health care and counseling services, 可用;
  • Be free from any suggestion that the reporting individual is at fault when these crimes and violations are committed or should have acted in a different manner to avoid such crimes or violations;
  • Describe the incident to as few institutional representatives as practicable and not be required to unnecessarily repeat a description of the incident;
  • Be protected against retaliation by the College, any student or employee, the 指责 and/or the respondent, and/or their friends, family and acquaintances within the jurisdiction of the College;
  • Access to at least one level of appeal of a determination;
  • Be accompanied by an adviser of choice who may assist and advise a reporting individual, 指责, or respondent throughout the judicial or conduct process, including during all meetings and hearings related to such process; and
  • Exercise civil rights and lawful practice of 宗教 without interference by the investigative, 刑事司法, or judicial or conduct process of the College.
